done for the city. good morning i'm lex gray, in for katie collett. and i'm don roberts. let's start with a check of your forecast on this monday morning. meteorologist jeremy wheeler is tracking calmer weather this morning compared to yesterday's rain and wind. but jeremy tonight could get interesting with some possible winter weather. developing this morning, norfolk police are looking for a shooter after they found a man dead off tidewater drive. police say someone killed the 21-year-old victim yesterday morning on anderson street. we have been working to find out the name of the victim and who is responsible for his death. in the meantime we have been digging more into a phone call the victim made moments before being shot to death. rico bush is live at the norfolk police department with more on the investigation. rico, what are you learning? don, lex, a family friend told 10 on your side, the victim called his brother shortly before the shooting - a possible distress call - police have yet to confirm. we watched as investigators questioned two people at the scene. police, though, have not released any information on a suspect. detectives say someone shot the victim several

yesterday morning. crime scene tape and police cars surrounded the man's lifeless body on the sidewalk. for most of the morning, investigators laid down evidence markers searching for clues about the crucial moments leading up the man's death. we talked to a neighbor and her daughters who live three doors down from where the action unfolded. she told us her children heard fighting then several gunshots. tiara tyson/neighbor ((c12 35:30)) "i want to know if they are alright. they are already scared to be in this corner right here because it gets dark, and the train, so to hear gunshots makes them afraid." shortly after the gunfire, police knocked on several doors in the neighborhood, looking for answers. officers have not released any more information on the shooting. we'll keep you posted with more details as we learn them. in the meantime, anyone with information is being asked to call the crimeline. live in norfolk, rico

later this morning, local congressman randy forbes will be in norfolk to talk to the public about the nation's defense and military spending. the discussion with focus on how current trends in the military impact hampton roads. this morning's meeting is at the vfw post 4809. that's on bartee street. it starts at 9:30 this morning. congressman forbes represents the fourth district. he also is a senior member of the armed services committee. just last month we told you forbes is considering running for congressman scott rigell's seat in the second district. portsmouth mayor kenny wright says he's running for re-election later this year. he made the announcement on his facebook page. mayor wright touted his successes in the post saying he's proud of an increase in the city's credit rating, midtown business district construction, and $100-million dollars in private investment for new apartments in old towne. the mayor has been under fire recently for transparency issues. he also faces a felony

the wind and rain beared down on the outer banks. 10 on your side's matt gregory was out in the storm last night. he found rain falling sideways durning the strongest part of the storm. hatteras. further up the road, 10 on your side spoke with the mayor of kitty hawk, gary perry. mayor perry says today he's worried the high winds will erode the dunes, which are protecting n-c 12. gary perry / mayor of kitty hawk c00032 1:10:31 "the truth is this has damage so its because we don't have any beach." 1:10:39 last year, part of route 12 collapsed because of bad storms. crews added sandbags to help protect the road. a car accident put about eight hundred customers norfolk. this morning dominion virginia power on. police dispatchers told us a pole came down and blocked part of granby street. late last night police closed the road from 24th street through 26th street. this morning, we expect to learn more about a 21-year-old man shot and killed in norfolk. police say someone shot morning on anderson street.

you may have gotten the alert on your phone yesterday. police in virginia were looking for three-year-old haven moses. the fluvanna county sheriff's office said her father violated his protection order and picked up haven from her caretaker's home on friday. we're still trying to learn why police waited two days to send the alert, but they're still looking for 25-year-old james moses this morning. they believe he may be around augusta county, near charlottesville. in case he is in our area, officers believe he could be driving a light-color sedan or bown ford explorer with virginia plates v-k-s-6171. this morning we have a 10 on your side alert to pass along. the norfolk sheriff's office tells us someone is impersonating a deputy and calling people asking for money. here's what you need to know in case you get a call. the caller says you've missed jury duty and need to pay a court fee or spend one day in jail. the caller then tells people to put a thousand dollars on a prepaid card while they're on the phone. the nofolk sheriff's
